La fundación de la Congregación del Verbo Divino se sitúa en el contexto histórico específico del catolicismo alemán entre el movimiento político nacional por la unidad y la libertad y el alineamiento de la Iglesia con las tendencias centralistas del Vaticano. Los católicos encontraban las opciones confusas y empezaron a resistirse a los dictados estatales del Kulturkampf – la revolución liberal – cultivando la piedad popular y la interioridad. En estos contextos del Kulturkampf se sitúa el desarrollo profesional y espiritual de Arnoldo Janssen y su compromiso con el apostolado de la oración y las misiones, hasta la fundación de la casa de misión en Steyl (1875).
